The plan for foreign information activities for 2020-2025 issued by the provincial People’s Committee clearly requests that the work must ensure the leadership of the provincial Party Committee, the supervision of the provincial People's Council and the management of the provincial People's Committee. These activities must closely follow Hai Duong’s socio-economic development targets set for the period. Also according to the plan, external and internal information work must be closely linked, with a close coordination among local agencies, sectors and localities as well as among press agencies at home and abroad.

There are nine main contents in the plan to carry out the external information work. Accordingly, the provincial Department of Information and Communications is in charge of giving advice on the building of related legal documents and documents guiding the work. The department is also tasked with organising professional training sessions, and collaborating with news and communications agencies to promote the image of the province and the city in terms of tourism potential, trade promotion, and investment attraction. Meanwhile, Hai Duong Newspaper, the provincial Radio and Television, and the provincial portal proactively disseminate information on outstanding international integration events; the national sovereignty over sea and islands; border demarcation; policies of the Party, State and province; and economic achievements in every aspect; among others.
